I am an AUDITOR by practice and modesty aside, a Certified Internal Auditor (CIA) by the Institute of Internal Auditors, Florida, USA.
The President is right. In audit, our auditee has the right of reply and/or before issuing an audit report to the intended users, you have to discuss your audit observation first to the person subjected for audit.
It is a MORTAL SIN for us auditor to issue a report without communicating the issue and/or getting the comments from our auditee. “Mumurahin ka ng auditee mo kapag nag-issue ka ng findings na di mo naipapaalam sa kanila.”
Hence, do not release a report to the public that is still at the “draft level”: some issues may be revised after the discussion.

COA’s initial reports were misleading then after few days they corrected themselves. aug. 13, You have to read the whole entire report to be able to understand. I’m just wondering what was the motive?
