NASITA ng isang mambabatas ang pagpapalabas ng Commission on Audit (COA) sa 2020 audit report sa pandemic funds ng Department of Health (DOH). Ayon kay Deputy Speaker Rodante Marcoleta, hindi pa napapanahon ang agarang paglabas ng nasabing audit report. Nagkapaliwanagan ang mga taga-COA at mga opisyal  ng DOH kaugnay sa mga nasilip na pagkukulang sa paggamit ng pandemic funds ng pamahalaan. Batay sa 2020 audit report ng COA, mahigit sa P67 billion na pandemic funds ang nakitaan ng documentary deficiencies. Ayon sa report, kulang ang mga dokumento sa paggasta ng pera ng bayan. Pero para sa mambabatas, premature ang paglalabas ng COA report. Aniya, may hanggang September 27 pa ang DOH para maisumite ang mga dokumentong kinakailangan. ALSO READ: Noynoy Aquino appoints OP Deputy Executive Secretary as COA head “I would like to believe Mr. Chair that this sweeping finding that there is a P67.3 billion public funds attended by deficiencies is premature Mr. Chair because they have not given DOH until September 27 to submit all the requirements and the documents that they needed. In other words the compliance report is yet still up which is still until next month. How can we now made sure that this P67.3 billion is accurate when this is supposed to be subject to the compliance report that will be submitted by DOH to them,” pahayag ni Marcoleta. Diin ni Marcoleta, mahalaga na maging patas ang COA sa paglalabas ng mga impormasyon lalo na’t bilyong-bilyong pondo ang pinag-uusapan. “P67.3 Billion is mind boggling Mr. Chair and any conclusion or any perception that our people may have in this kind of allegation will obviously alarm them if not scandalize them,” saad ni Marcoleta. “Why was there a premature disclosure on the part of COA. And they did not right away tell the committee the DOH was given at least 60 days to comply with all the documents or other requirements needed by the COA itself,” dagdag ng mambabatas. Hindi naman tumanggi ang COA sa pahayag ni Marcoleta pero nagbigay ng paglilinaw. Sinabi ng COA, hindi totoo na walang due process ang paglalabas ng 2020 annual audit report. “It’s not correct at all na walang due process. Now the July 27 letter refers to the findings already in the report. So in other words if you look at the report if you read the report meron pong recommendations yan. And in those recommendations which the department is given 60 days to respond to, yun naman yun. So it’s not correct to say na hindi sila pinakinggan at all,” pahayag ni Mike Aguinaldo, Chairman ng COA. Naging emosyonal naman si Health Secretary Francisco Duque III sa pagdinig dahil sa report ng COA. “I think COA should also consider that we are not operating under normal circumstances. We’re operating under a state of public health emergency. Winarak na ninyo kami eh. Winarak na ninyo ang dangal ng DOH. Winarak ninyo ang mga kasama ko dito. Hindi makami makaharap sa mga tao dahil lahat ang dami-daming sinasabi, ang dami-daming paratang. Wala pa rin akong tulog. Ilang gabi na po ito. Kasi, this is really unfair, unjust that this judgement has been handed down clearly without giving the DOH the whole 60 days within which we should have given our rejoinder and reported on the actions on their recommendations,” hinaing ni Secretary Duque. Samantala, sinuportahan ni Pangulong Rodrigo Duterte si Secretary Duque at nagbigay ito ng kahilingan sa COA. “You make a report. Do not flag and do not publish it because it will condemn the agency or the person that you are flagging. The flagging is spelled f-l-a- g-g-e-d. Ang ginagawa ninyo is f-l-o-g-g-i-n-g. Flogging, hampas. Eh huwag naman sige kayong flag nang flag. Tapos wala namang napreso, wala naman lahat. And yet you know that when you flag, there is already a taint of corruption by perception. You cannot… You know, this COVID-19 will never be won by the way you are also behaving,” ayon kay Pangulong Duterte na ang tinukoy ang COA. Sinabi naman ni Health Usec. Leopoldo Vega na hindi pa nila naisusumite ang lahat ng mga dokumento at patuloy pang pag-comply ng ahensya sa COA kaya may naitalang deficiency. Kumpyansa naman si Vega na kaya nilang makumpleto ang mga kinakailangang dokumento sa loob 60 araw na palugit na ibinigay sa kanila ng COA.
