Russian Foreign Ministry Raises Corruption Concerns Over the International Criminal Court

The Russian Foreign Ministry has raised serious concerns about corruption and outside influence at the International Criminal Court (ICC).

Maxim Musikhin, a legal affairs official at Russia’s Foreign Ministry, accused the ICC of having serious problems with corruption. He also questioned the practice of countries providing financial support for specific legal proceedings.

According to Musikhin, these financial contributions can raise questions about the independence of the court. He described the practice as a form of bribery and argued that countries providing financial support could have political interests connected to the cases.

Russia Criticizes ICC Proceedings

Musikhin also criticized ICC cases involving Russian officials and Russia. He claimed that some of these proceedings are influenced by European countries and argued that the court has become more of a political institution than an independent judicial body.

These are allegations made by the Russian government and should be understood as part of Russia’s broader criticism of the ICC and its investigations.

The ICC, for its part, says that it operates under the Rome Statute and that its investigations and prosecutions are conducted independently.

Questions About Former ICC Prosecutor Karim Khan

Musikhin also referred to allegations involving former ICC Prosecutor Karim Khan and questioned the conduct and leadership of the court.

Khan faced allegations of sexual misconduct involving a junior staff member. He denied the allegations and had previously taken leave while the matter was investigated.

In July 2026, the Assembly of States Parties to the Rome Statute removed Khan from his position following disciplinary proceedings concerning his conduct.

The case added further attention to questions surrounding the leadership and internal management of the ICC.

Continuing Debate Over the ICC

The comments from the Russian Foreign Ministry come as the ICC continues to face criticism from different governments over its investigations, funding, and operations.

Supporters of the court see the ICC as an important institution for investigating serious international crimes, while critics question how independent and consistent its work is.

The allegations of widespread corruption and bribery mentioned by Musikhin remain allegations made by Russian officials and should be distinguished from independently established findings.

The debate over the ICC’s funding, independence, and role in international justice is likely to continue.
