Derek Ramsay calls out foreigner in Dasmariñas Village incident: “Kuya magbago ka na! Your arrogance doesn’t help.”

Nagpupuyos sa galit ang Kapuso actor na si Derek Ramsay sa nangyaring insidente sa Dasmariñas Village, Makati City, kahapon, April 26.

Ayon kay Derek, “bad journalism” ang pagkaka-report ng online news site na Rappler tungkol sa kumprontasyong nangyari sa pagitan ng isang pulis at isang foreigner resident ng nasabing exclusive village.

Sinabi ng 43-year-old actor na dapat munang kunin ang lahat ng “details and facts” tungkol sa sitwasyon bago inilabas ang report.

Itigil na rin daw na pagmukhaing laging “bad guys” ang mga sundalo at pulis.

Buong pahayag ni Derek sa kanyang Facebook post ngayong Lunes, April 27:

“Bad journalism!!!!!

“Stop making it seem that our soldiers and policemen are always the bad guys.

“Shouldnt you get all the details and facts first before posting an article about the situation?”

Kalakip ng post ni Derek ang artcard ng report ng Rappler na may titulong “Man in private village assaulted, nearly arrested without warrant by Makati police.”

ONE-SIDED?
Sa pakikipag-usap ng PEP.ph (Philippine Entertainment Portal) kay Derek sa Facebook messaging ngayong araw, diretsang sinabi nitong galit na galit siya sa report.

“I’m so angry,” aniya.

Paglilinaw niya, “Hindi ko naman sinabing lahat ng frontliners ay angels, di ba?”

Mayroon din daw talagang umaabuso sa kanilang katungkulan.

Pero ani Derek tungkol sa report, “It is so one-sided, it shouldn’t be that way.”

“SHOW RESPECT TO OUR SOLDIERS AND POLICEMEN!!”
Sa isa pang post ni Derek, ipinagtanggol ng aktor ang mga frontliners laban kay Parra.

Ayon din sa aktor, hindi porke’t mayaman at nakatira sa isang mamahaling residential area ay nangangahulugang mas disente at nakakaangat na ito sa lahat.

Nakalagay sa status niya: “Show respect to our soldiers and policemen!!

“Just because you are rich and live in an expensive residential area does not make you decent or better than everyone.

“Kuya magbago ka na! Your arrogance doesnt help.

“These men and women are fighting hard for all of us so keep your mouth shut if you have nothing respectful to say.”

THE DASMA VILLAGE INCIDENT
Paano ba nagsimula ang tensiyon sa pagitan nina Police Senior Master Sergeant Roland Von Madrona at ang residente ng Dasmariñas Village na si Jose Parra Salvador?

Ayon sa ulat ng GMA News Online, nagpapatrolya kahapon si Madrona at ang Bantay Bayan personnel na si Esteban Gaan sa loob ng village sa utos ni Barangay Captain Rosanna Hwang.

Habang nagroronda, nadaanan nila ang kasambahay ni Salvador na si Cherilyn Escalate na nagdidilig ng halaman sa kanilang bakuran.

Wala raw itong suot na face mask.

Nilapitan daw nina Madrona at Gaan ang kasambahay upang paalalahanang magsuot ng face mask.

Pumasok si Escalate sa loob ng bahay, at makalipas ng ilang sandali ay lumabas si Salvador at ang asawa nitong Pinay.

Mapapanood sa kumalat na video na walang suot na face mask si Salvador at ang asawa nito nang lumabas ng bahay.

Kinumpronta ni Salvador ang dalawang law enforcers.

Kinunan ng video ni Gaan ang kumprontasyon nina Salvador at Madrona, na ikinagalit diumano ng foreigner.

Nagpakawala ng masasakit na salita si Salvador laban sa dalawang law enforcers.

Dahil dito, nais siyang arestuhin ni Madrona.

SALVADOR’S VERSION
Sa bersiyon naman ni Salvador ng pangyayari, sinabi raw ng katulong nitong pagmumultahin ito ng P1K dahil hindi siya nagsuot ng face mask sa labas ng bahay.

Lahad ni Salvador, “I wasn’t aware that there is a law saying that inside your own property you must wear a face mask.

“I went outside to inquire why the policeman would want to collect P1,000.

“I told him frankly that a fine isn’t necessary as it occurred on a private property.”

Nagsimula raw ang tensiyon sa pagitan nila dahil nag-trespassing ang pulis sa kanyang private property nang walang search warrant.

“My wife, who took the video, advised the policeman that he has no valid warrant of arrest and is not in the right to arrest me.”

Nang papasok na siya ng bahay, bigla raw siyang sinunggaban ni Madrona.

“Despite of this, on my own lawn, the policeman grabbed my hands and brutally threw me to the ground and caused me physical injury and abrasions as pictured.

“He continued to scuffle and keep me on the ground to put handcuffs on me.”

Pinakawalan lamang daw siya ng pulis dala ng paulit-ulit na sinasabi ng kanyang asawang hindi siya dapat arestuhin.

Ani Salvador, “Finally, I was able to evade the gone havoc policeman by entering my front door, while he was still trespassing my property by standing on my front lawn.”

Nagtamo rin daw siya ng mga galos dahil sa insidente.

“Having been thrown on the floor and brutalized and attempted to be illegally arrested has caused me immense physical pain,” saad ni Salvador.

KAREN DAVILA TWITTER POSTS
Sa Twitter post ng ABS-CBN news anchor na si Karen Davila, sinabi nitong nakausap niya ang kapitan ng Barangay Dasmariñas na si Rosanna Hwang ukol sa insidente.

Maglalabas daw ng statement si Hwang upang linisin ang pangalan ni Madrona.

Ayon kay Karen, “She is issuing a formal statement on the incident to clear Makati policeman Roland Madrona’s name. She describes him as “kind, mabait and was verbally abused by foreigner.”

Pinabulaanan din daw ni Hwang na humihingi ng isang libong piso ang pulis sa kasambahay dahil sa hindi nito pagsusuot ng face mask habang nagdidilig ng halaman.

Post pa ni Karen, “Dasmariñas Brgy Capt Rosanna Hwang says Police Officer Roland Madrona never asked for P1,000 from the helper.

“He only told her the fine for not wearing a mask is P1,000. “He did not ever ask for P1000 from anyone. He only told her the fine is 1000.” @ANCALERTS @ABSCBNNews

Kasunod na ibinahagi ni Karen ang pahayag ng kapitana ng barangay.

Sabi ni Karen, “READ: Official Statement of Dasmariñas Brgy Captain Rosanna Hwang defending Makati police Roland Madrona.

“Says foreigner verbally assaulted, pointed dirty finger and resisted arrest. Says “resident was in the sidewalk, a public place”

MAKATI POLICE MULLS FILING COMPLAINT
Ayon sa ulat ng GMA News Online, balak ng Makati police na magsampa ng kaukulang reklamo laban kay Salvador.

Sabi ni Police Major Gideon Ines, assistant Chief of Police for Operation ng lungsod, magsasampa sila ng reklamo sa dayuhan kaugnay sa mga paglabag nito sa batas.

Ilan daw sa mga ito ay ang paglabag sa Article 151 ng Revised Penal Code (Disobedience to a Lawful Person in Authority); Republic Act 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act) at City Ordinance 2000-089, dahil sa hindi pagsusuot ng face mask; at Direct Assault.

Sinabi naman ni Makati City Police Chief Colonel Rogelio Simon na kasama sa sasampahan nila ng reklamo ang kasambahay.

Nag-akusa raw kasi itong hiningan siya ng P1,000 ni Madrona.

Saad ni P/Colonel Simon, “Accusations lang niya ‘yan. Wala naman siya sa pinangyarihan.”

Ipinag-utos na rin ni Makati City Mayor Abby Binay ang masinsinang imbestigasyon sa insidente para masampahan ng reklamo ang mga taong may pagkakamali.

Hinihikayat din ng Makati City LGU ang lahat ng residente na sumunod sa lahat ng protocols ng gobyerno ngayong nakasailalim sa health emergency ang buong bansa dahil sa COVID-19 pandemic.

Partikular na rito ang pagsusuot ng face mask at ang pagsunod sa social distancing measures sa mga pampublikong lugar.

STRICTLY ENFORCE THE LAW
Nakarating na rin sa pamunuan ng Philippine National Police ang insidente.

Ayon kay PNP Spokesman Police Brigadier General Bernard Banac, inatasan na nila si National Capital Region Police Office (NCRPO) Chief Police Major General Debold Sinas na magsagawa ng karampatang imbestigasyon sa insidente.

Dagdag pa sa pahayag, “Let me emphasize that police operations to enfore the law strictly guided by the Revised Operational Procedures that every police officer making arrests or police intervention should strictly observe.

“Observance of the Police Operational Procedures establishes presumption of regularity in the performance of duty in any police operation.”

Nakahanap din ng kakampi si Madrona sa katauhan ni Senator Panfilo “Ping” Lacson.

Saad ng dating chief ng PNP, “During these trying times, the Philippine National Police has the unenviable task of implementing an Enhanced Community Quarantine, without fear or favor.

“For the most part, our policemen deserve kudos for doing their jobs.

“Such is the case of police officers who arrested a foreigner in Makati City, after he challenged their authority with an arrogant and demeaning behavior.

“As if this were not enough, the police officers were subjected to unfair criticisms from netizens who saw the ‘edited’ version of the video.”

Wala raw puwang ang pagiging arogante sa implementasyon ng enhanced community quarantine.

“On the other hand, being an ‘investor with 80 employees’ as he claimed does not give the foreigner the right to confront and incessantly berate a police officer who is merely performing a risky duty in the manner that he did.”

Inirekomenda rin ni Lacson na kaagad imbestigahan ng Bureau of Immigration si Salvador.

“The Bureau of Immigration may have to look into the matter. If a deportation proceeding is in order, they should act swiftly and decisively.

“Arrogance has no place in our country – especially so in a situation where either all of us win, or all of us lose to the COVID-19 threat.”

ADDITIONAL REACTION FROM DEREK
Sa usaping pagdepensa ng kapitana ng Barangay Dasmariñas kay Madrona, sabi ni Derek, “Dapat lang, kasi nga politeness and manners, go a long way.

“Konting gratitude naman sa ginagawa ng tao.”

Tungkol naman kay Salvador, “Kahit sabihin naman na let’s say nagkamali, but konting respect naman, konting respect naman to another human being.

“Makipag-usap ka lang.”

Nag-react din si Derek sa mga ulat na nakainom daw si Salvador nang kumprontahin nito si Madrona.

Tugon niya, “Maski sabihin mo nang nakainom, does that make it an excuse?

“Makukuha mo pang uminom ngayon sa pinagdadaanan ng mundo, di ba?

“Makukuha mo pang maglasing?”

Subali’t sinabi rin nito, “It’s your right, you can do it in your house.”

Sa sinabi naman ng Makati Police na sasampahan nila ng patung-patong na kaso si Salvador, sabi ni Derek, “Dapat lang.”

Sa huli, nilinaw ni Derek na wala siyang isyu sa Rappler.

Aniya, “Ako, again, like as I was saying, I have nothing against Rappler, wala naman akong sinabi.

“Kasi yun ang inaano nila sa akin, bina-bash, na ‘porket Rappler, nega na kaagad.’ Wala naman akong sinasabi.

“Ang sinabi ko, for journalism, maybe you should get the facts first before you post something like this.

“Which is true.”

Pero tila sinagad ni Derek ang pagkastigo sa Rappler. Sabi nito, “Kasi you’re contributing to fake news, di ba?”

Maliban sa naunang report ng Rappler tungkol sa insidente, naglabas din ito ng follow-up reports.
