PAGCOR Chairperson Andrea Domingo was the keynote speaker of the 1st ASEAN Gaming Summit 2017 conducted in Manila from March 21-23 but she went off topic, in a good way.

In her speech, the PAGCOR chairperson couldn’t help but touched one of the most burning issues of the country recently, the video message to the United Nations of Robredo, sparking anger from the OFW and the Duterte supporters.

During your stay here… [in] the Philippines, did you see any dead bodies lying around? Did you see any policemen, with guns out, chasing after suspects, trying to kill them? Have you read… reports of people being tortured, being arrested without warrants? Have you seen women and children being separated from men and the men being taken without any (search) warrants?

Have you? If you haven’t, then please do not believe Leni Robredo…

She has maligned our country and our people. I feel very badly about this, President Rodrigo Duterte was elected by a majority of 16 million votes. Recently, the Comelec chairman came forward and he said, “It was actually 21 million votes. He is always so tired. He’s fighting the illegal gambling lords. He’s fighting the drug lords. He’s fighting the monopolists and the oligarchs. He’s fighting the terrorists in the South. He’s just there, with hardly any resources. He’s fighting on all fronts

He hit the ground running because he only has 6 years to establish a peaceful and prosperous, comfortable living space for all the Filipinos and the friends of the Filipinos who would like to invest here or just to enjoy our country.

And to malign him, there, with collateral damage on our country, on our police force, on our people? That really is unforgivable.

I am not going to comment on Leno Robredo’s competence, intelligence. Intelligent people can make that judgment. I am not even going to make a comment on what made VP of this great country.

Their decision on the electoral protest filed against her wll tell us I hope, sooner than later.

I am going to comment on the speech. It has two parts.

The first part is the demolition job.

Over 7,000 people killed in summary executions? Check with the national police! That is so unfair, so untrue!

“Palit-ulo” meaning exchange of heads? This DEA practice in the USA in 1972. When you get an addict and you tell him , “You’re just a user with a minimum amount of whatever but arrange a meet-up with a dealer and we’ll send you off with a lighter sentence…and we’ll get the dealer and so forth and so on until we get the drug dealer.” And that is what it is.

But she said that if the policeman goes to your to catch “Boy B” and he is not there, he will get “Boy C”…which means she does not what she’s talking about.

The thing is…..I really view her as a female creature who wants to be president so bad and so fast,she’ll do anything. Go there under any manner or circumstance except go through the legal electoral process that President Rody Duterte went through.”

Please, I am sorry that I have to tell you this. She maligned my country. She maligned my Filipino people. She maligned my policemen.

She maligned my president in an international forum, the UN Commission on Narcotics.

I am just an ordinary government worker and I only have this international forum to share my sentiments with you. So please, thank you for bearing with me on this.”

In recent time, the Vice President of the Republic of the Philippines Leni Robredo said to the UN Commission on Narcotic Drugs in Vienna, Austria about “palit-ulo” scheme done by Philippine National Police (PNP) which is not verified. She added, 7,000+ government casualties in anti-illegal drugs campaign, but again is not verified.

In SC defines for the first time ‘betrayal of public trust’, by Ira Pedrasa:

According to Retired Supreme Court Justice Adolfo S. Azcuna, betrayal of public trust that referred to ‘all acts not punishable by statutes as penal offenses but, nonetheless, render the officer unfit to continue in office’ could be easily utilized for every conceivable misconduct or negligence in office. (2012)

The SC interpreted this simply: “Acts that should constitute betrayal of public trust as to warrant removal from office may be less than criminal but must be attended by bad faith and of such gravity and seriousness as the other grounds of impeachment.” (2012)

Azcuna cited the following as examples of crimes constituting betrayal of public trust: fraudulent act of malversation of funds and falsification of documents. (2012).

Section 2 Article XI- The President, the Vice-President, the Members of the Supreme Court, the Members of the Constitutional Commissions, and the Ombudsman may be removed from office on impeachment for, and conviction of, culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust. All other public officers and employees may be removed from office as provided by law, but not by impeachment.

Betrayal of Public Trust, on the other hand, is a new ground for impeachment, which covers “any violation of the oath of office involving loss of popular support even if the violation may not amount to a punishable offense.” (De Leon, Philippine Constitutional Law, 1999, Rex Printing Company, Inc., p.757)

It’s our time, People of the Republic of the Philippines to fight and save our country for the next generation.
